The History of the Stavropol territory Chamber of Commerce and Industry

The Stavropol territory Chamber of Commerce and Industry is created for the purpose of unification of enterprises and entrepreneurs, their integration in the world economic system, formation of the modern industrial, financial and commercial infrastructure, development of commercial and technical relations with constituent entities of the Russian Federation and foreign countries, protection of entrepreneurs and their associations’ interests.

In May, 1991^st the initiative group of 24 representatives of the Stavropol territory largest enterprises, organizations and commercial entities founded the Stavropol territory Chamber of Commerce and Industry.

A year later the RF Presidential Edict “Concerning the Chamber of Commerce and Industry of the Russian Federation” was issued. At a later date the Edict was improved and approved by the Russian Federation State Duma as a RF Law “Concerning the Chambers of Commerce and Industry in the Russian Federation”, in which the creation of the chambers of commerce and industry structure got its legal framework.

Through the years of its activity the Stavropol territory Chamber of Commerce and Industry turned into a large non-governmental and non-commercial organization. Its services become more and more popular among the territory’s organizations and entrepreneurs.

Nowadays the Stavropol territory Chamber of Commerce and Industry involves more than 300 members (enterprises and entrepreneurs) that accounts for the two thirds of the Stavropol territory total industry volume and for 80% of the territory’s total exported production.

The scope of the chamber’s activities is wide, it renders more than 20 types of services: approval of foreign economic activities documents, certification and examination, evaluation, resolution of arbitration proceedings, exhibition and fair services, small and medium-sized business support, educational, legal services as well as publishing, advertising and electronic digital signature services.

The Mission:

-   the unification of the territory’s entrepreneurs for the purpose of socially-oriented economy promotion and ensuring the life quality of the Stavropol territory people

The Goals:

-   to protect the business circles’ interests within public authorities and local government

-   to take part in the establishment and development of the enterprise maintenance infrastructure

-   to stimulate Russian and International Market promotion of goods, services and items of intellectual property belonging to the enterprises of the Stavropol territory  

-   to propagate the civilized business principles

-   to promote the positive business image-building of the Chamber members and their production and services.

The ways and means:

1.     Support of the Russian organizations and individual enterprises including farming ones, representation and protection of their interests and rights on issues relating to the economic activity including foreign one

2.     Organization of the interaction between entrepreneurs, their interaction with the state represented by its bodies and with social partners; participation in the collective contractual regulation of social and industrial relations

3.     Investigation and analysis of entrepreneurial activity, implementation of current regulatory enactments in the field and making proposals for their improvement

4.     Mobilization of investment in the Stavropol territory economy

5.     Taking measures for nonadmission and suppression of dishonest business competition and unbusinesslike partnership

6.     Promotion of Russian goods and services export, giving hands-on assistance to organizations and individual enterprises conducting their business within the Stavropol territory in establishing business connections with foreign partners, conduction operations in the foreign market and exploration of new forms of trade, economic, scientific and technical cooperation.

7.     Establishment and development of the connections with business and social circles and the organizations that unite or represent them; participation in the work of various international organizations; affiliating and participation in the work of mixed chambers of commerce and joint business councils

8.     For resolution of economic disputes the Court of Arbitration is created by the Stavropol territory Chamber of Commerce and Industry, which contributes to the resolution of economic disputes, appoints the arbitrator in cases that are provided by the agreement of the parties and assists in the procedure of arbitral tribunal which is organized for consideration of certain cases

9.     Rendering informational and consulting services to Russian and foreign firms, organizations, individual enterprises, their associations and unions and natural persons on issues relating to the organization and conduct of entrepreneurial activity, investigations of markets, execution of foreign economic and monetary and financial operations and other issues relating to the competence of the Stavropol territory Chamber of Commerce and Industry; promoting the development of the enterprise informational maintenance infrastructure in Russia and abroad.

10. Rendering assistance to the Stavropol territory organizations, individual enterprises, foreign organizations in patenting of inventions, useful models, service marks and appellation of origin; promotion of the commercial realization of their title to subjects of industrial property.

11. Promotion of organization and holding of exhibitions among Stavropol manufacturers in the Stavropol territory, Russia and abroad.

12. Rendering publishing and advertising services.

13. Issuing of newspapers, magazines and other printed and electronic editions, creation and/or participation in creation of TV and sound programs for the press coverage of entrepreneurial activity.

14. Attestation of certificates of origin in accordance with the international practice and order established by the Chamber of Commerce and Industry of the Russian Federation, processing papers concerning export and import of goods and other papers concerning conduct of foreign economic activities.

15. Drawing the conclusion to force majeure circumstances in accordance with terms of foreign-trade contracts and the Russian Federation international treaties.

16. Carrying out certification, examination, quality, quantity and completeness inspection by order of Russian and foreign organizations, individual enterprises and natural persons

17. Assistance in obtaining of a permit to opening of foreign chambers of commerce representative offices and mixed chambers of commerce in the Stavropol territory; provides foreign firms and organizations (their representatives) with services necessary for conduct of their activity.

18. Carrying out evaluation report examination and independent evaluation of various kinds of property for juristic persons, individual entrepreneurs and natural persons.

19. Providing juristic persons, individual entrepreneurs and natural persons with translations and interpretations

20.  Performing other functions appropriate to the goals and objectives of the Stavropol territory Chamber of Commerce and Industry and not contradicting the legislation in force.
